| Inhalt | The public hearing of the North Rhine-Westphalian Parliament's Committee on Labour, Health and Social Affairs on the 2nd October 2024 was concerned with a motion of the parliamentary group of the Social Democratic Party "The federal state government is giving up the social labour market: The promise of the coalition government must be kept". The motion wants the North Rhine-Westphalian Parliament to ask the North Rhine-Westphalian Government to strengthen the social labour market in North Rhine-Westphalia and to endorse it. Long-term unemployed people should be provided with the possibility of participation in employment and lasting employment. For participants of the programme "participation in the labour market" with severe employment impediments who after ending five years of participation in the programme still cannot be integrated into work without the subsidy of the programme, in concert with charities a pilot project of a follow-up-programme should be implemented and evaluated. Moreover, an integrated assistance (coaching) in the social setting of the long-term unemployed people should be provided. The introduction of a placement priority through the back door should be stopped. The statement of the IAB describes key results of research on the Participation Opportunities Act that are relevant for the motion. In particular, the statement discusses key aspects on the implementation of the programme "participation in the labour market" that result from interviews with job centre personnel. Next, results of analyses of programme effects are discussed. They are concerned with effects on integration into work and social integration of programme participants, but so far can only cover a period prior to the end of a maximum programme participation duration of five years. Moreover, relevant research results on the coaching that takes place during participations in the programme are discussed. The statement ends with conclusions on the elements of the motion of the parliamentary group of the Social Democratic Party. | Bei der öffentlichen Anhörung des Ausschusses für Arbeit, Gesundheit und Soziales des Landtags Nordrhein-Westfalen am 2.10.2024 äußerte sich das IAB zum Antrag der Fraktion der SPD "Die Landesregierung gibt den Sozialen Arbeitsmarkt auf: Koalitionsversprechen halten!". Der Antrag hat zum Ziel, dass der Landtag unter anderem die Landesregierung auffordert, den sozialen Arbeitsmarkt in Nordrhein-Westfalen zu stärken und sich zum Sozialen Arbeitsmarkt zu bekennen. Langzeitarbeitslosen Menschen soll die Teilhabe am Erwerbsleben und nachhaltige Beschäftigung ermöglicht werden. In Abstimmung mit den Wohlfahrtsverbänden soll ein Pilotprojekt zur Anschlussförderung für Menschen mit schwerwiegenden Vermittlungshemmnissen aufgelegt werden, für die eine Arbeitsmarktintegration nach einer fünf Jahre andauernden Förderung durch "Teilhabe am Arbeitsmarkt" nicht gelingt. Es soll eine ganzheitliche Betreuung im sozialen Umfeld vorgesehen werden. Eine Einführung des Vermittlungsvorrangs durch die Hintertür soll gestoppt werden. Die Stellungnahme geht auf zentrale Ergebnisse zur Forschung zum Teilhabechancengesetz ein, die für die im Antrag enthaltenen Forderungen von Relevanz sind. Dabei geht es insbesondere um wichtige Aspekte der Sicht der Jobcenter auf die Förderung von erwerbsfähigen Leistungsberechtigten durch den § 16i SGB II. Ferner werden Ergebnisse von Wirkungsanalysen diskutiert, die bisher allerdings nur Wirkungen dieser Förderung auf Erwerbsintegration und soziale Teilhabe der Geförderten während eines Zeitraums untersuchen konnten, der noch kürzer ausfällt als die maximale Förderdauer. Auch relevante Befunde zur ganzheitlichen beschäftigungsbegleitenden Betreuung (Coaching) werden diskutiert. Die Stellungnahme schließt mit Folgerungen in Bezug auf den vorliegenden Antrag der Fraktion der SPD. |
